I've been asked sometimes whether catechumens may receive ashes. The answer I give is yes, it's fine. Ashes are a sacramental that can be shared before baptism. The experience of gathering with the faithful on this day is also important. It is a communal occasion (even though it is not a holy day of obligation)with a strong tradition and meaning.
